The Division&#8217;s strength lies in its mix of in-depth subject expertise and methodological creativity. Success requires access to new thinking and scholarship. Each year, we offer nine funded research fellowships tailored to both junior and senior scholars, as well as to nationals of Allied and NATO partner countries. Fellows are expected to contribute to the Research Division\u2019s mission. In return, they will gain insight into NATO&#8217;s decision-making needs, access to upstream information, and membership to a network of 150 alumni from previous generations of this programme.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong><strong>Objectives, Responsibilities and Eligibility<\/strong><\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">The NATO Defense College serves as NATO\u2019s portal to the world. It is a place where interested parties can learn how NATO functions and how to inform the organization&#8217;s thinking and work. The NDC Research Division not only serves as a forum for exchange, but also offers NATO a kind of radar, looking out into the world and into the future to flag emerging trends and signals. Applicants should familiarize themselves with the themes and style of our work and explain how their research will be policy-relevant.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">During their fellowship, fellows are required to:<\/p>\n\n\n<ul class=\"wp-block-list eplus-wrapper eplus-styles-uid-d05ca0\">\n<li class=\"eplus-wrapper\">write a research essay for eventual publication by the College;<\/li>\n\n\n\n<li class=\"eplus-wrapper\">present their research project to the College prior to completing their fellowship;<\/li>\n\n\n\n<li class=\"eplus-wrapper\">act as mentors on the College&#8217;s Senior Course;<\/li>\n\n\n\n<li class=\"eplus-wrapper\">align with the College&#8217;s overall research agenda.<br><\/li>\n<\/ul>\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>Focal Areas \/ Topics<\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">We are seeking candidates who can contribute to innovative problem-solving approaches or generate novel outputs that address NATO priorities and challenges.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">More specifically, the research themes will focus on:<\/p>\n\n\n<ol style=\"list-style-type:lower-alpha\" class=\"wp-block-list eplus-wrapper eplus-styles-uid-8bfbf6\">\n<li class=\"eplus-wrapper\"> (political and\/or military) strategic challenges for the next decade in relation to<ul class=\"wp-block-list eplus-wrapper eplus-styles-uid-11d0e1\">\n<li class=\"eplus-wrapper\">NATO\u2019s Treaty Area and\/or<\/li>\n\n\n\n<li class=\"eplus-wrapper\">NATO\u2019s Area of Interest (North Africa, Middle East, Central and East Asia),<\/li>\n\n\n\n<li class=\"eplus-wrapper\">including (sea) Lines of Communications relevant to NATO (partners);<\/li>\n<\/ul><\/li>\n\n\n\n<li class=\"eplus-wrapper\">Geopolitical developments and trends, including diplomatic, informational, economic and cultural dimensions, which may impact on NATO\u2019s mission over the next 5-10 years and its Area of Interest;<\/li>\n\n\n\n<li class=\"eplus-wrapper\">Non-nuclear and cross-domain deterrence, the cognitive dimension (including cognitive \u2018warfare\u2019), hybrid conflict, or new or accelerating technologies, including ICT.<\/li>\n<\/ol>\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>Period \/ Timeframe<\/strong><\/p>\n\n\n<ul class=\"wp-block-list eplus-wrapper eplus-styles-uid-debc89\">\n<li class=\"eplus-wrapper\">Period 1: \u00a015 February\u00a0 2027 \u2013 16 July\u00a0 2027<\/li>\n\n\n\n<li class=\"eplus-wrapper\">Period 2: \u00a026 August 2027 \u2013 28 January 2028<\/li>\n<\/ul>\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>1. Eligibility for the Eisenhower (EIS) Fellowships (<a href=\"https:\/\/www.nato.int\/en\/about-us\/organization\/nato-member-countries\" target=\"_blank\" rel=\"noreferrer noopener\">NATO Allies<\/a>)<\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">The four Eisenhower (EIS) Fellowships are for researchers and analysts who hold the <a href=\"https:\/\/www.nato.int\/en\/about-us\/organization\/nato-member-countries\" target=\"_blank\" rel=\"noreferrer noopener\">nationality of one of the NATO Allies<\/a>. The three sub-programmes are directed at:<\/p>\n\n\n<ul class=\"wp-block-list eplus-wrapper eplus-styles-uid-6690b8\">\n<li class=\"eplus-wrapper\"><strong>Senior Scholars<\/strong>: The NDC offers one 5-month long fellowship per year in this category.Candidates applying to the Senior Eisenhower Fellowship must have a PhD in a relevant discipline, a minimum of four years\u2019 relevant professional experience since receiving their doctoral degree, and a solid publication record on international security-related issues.<\/li>\n\n\n\n<li class=\"eplus-wrapper\"><strong>Junior Scholars<\/strong>: The NDC offers one 5-month long fellowship per year in this category.Candidates applying to the Eisenhower Defense Fellowship must have a PhD in a relevant discipline and a publication record on international security-related issues.<\/li>\n\n\n\n<li class=\"eplus-wrapper\"><strong>PhD candidates<\/strong>: The NDC offers two 5-month long fellowships per year in this category. Candidates for the Eisenhower PhD Candidate Fellowship must be PhD students enrolled in a university programme at PhD level, with a thesis topic that is directly relevant to NATO policy. Candidates for this fellowship must be at the final stage of their research and provide evidence of their advanced work.<\/li>\n<\/ul>\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">Candidates applying for the Eisenhower PhD Candidate Fellowship may apply for both periods and spend two 5-month periods at the College, for a total duration of 10 months.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>2. Eligibility for Istanbul Cooperation Initiative (ICI) Fellowship<\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">Up to two 5-month long fellowships are awarded each year in this category. <a href=\"https:\/\/www.nato.int\/en\/what-we-do\/partnerships-and-cooperation\/natos-partnerships\" target=\"_blank\" rel=\"noreferrer noopener\">The Istanbul Cooperation Initiative (ICI)<\/a> Fellowship is designed for scholars, academics and researchers from ICI countries.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>Stipend and Payment<\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">The 5-month fellowship provides a stipend intended to cover the fellow\u2019s stay in Rome, travel expenses to and from Rome, and other related costs.<\/p>\n\n\n<ul class=\"wp-block-list eplus-wrapper eplus-styles-uid-97321b\">\n<li class=\"eplus-wrapper\">Senior Eisenhower, PfP, PatG and ICI Fellows: \u20ac18,000<\/li>\n\n\n\n<li class=\"eplus-wrapper\">Eisenhower Defense Fellow: \u20ac14,000<\/li>\n\n\n\n<li class=\"eplus-wrapper\">Eisenhower PhD Candidate Fellow: \u20ac11,000<\/li>\n<\/ul>\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>Payment Schedule<\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">The stipend is paid in three instalments:<\/p>\n\n\n<ul class=\"wp-block-list eplus-wrapper eplus-styles-uid-06e11f\">\n<li class=\"eplus-wrapper\">\u20ac18,000 stipend: \u20ac8,000 upon arrival, \u20ac5,000 after three months, and \u20ac5,000 upon submission of the Research Draft and presentation.<\/li>\n\n\n\n<li class=\"eplus-wrapper\">\u20ac14,000 stipend: \u20ac6,000 upon arrival, \u20ac4,000 after three months, and \u20ac4,000 upon submission of the Research Draft and presentation.<\/li>\n\n\n\n<li class=\"eplus-wrapper\">\u20ac11,000 stipend: \u20ac5,000 upon arrival, \u20ac3,000 after three months, and \u20ac3,000 upon submission of the Research Draft and presentation.<\/li>\n<\/ul>\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\"><strong>Application Procedure<\/strong><\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">Candidates must check the <a href=\"https:\/\/www.ndc.nato.int\/wp-content\/uploads\/2026\/04\/RESIDENTIAL-FELLOWSHIP-PROGRAMME_AGREEMENT_-Terms-and-Conditions.pdf\">2027 Terms &amp; Conditions<\/a>, fill in the online registration form <a href=\"https:\/\/forms.cloud.microsoft\/Pages\/ResponsePage.aspx?id=IX-l2bWU6E6LxcKrH4KX1twC6Q7JJFpAnPpnfuHDwJBUQTdJTEZTOUU1TkRMOVBCTkxGWVNIN0sySy4u\" target=\"_blank\" rel=\"noreferrer noopener\">NDC 2027 Fellowship Programmes &#8211; Application Form<\/a>, and separately submit a short CV, maximum two pages, to the following email address: <a href=\"mailto:fellowships@ndc.nato.int\" target=\"_blank\" rel=\"noreferrer noopener\">Fellowships@ndc.nato.int<\/a>.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">Selected candidates and alternates will be required to sign the <a href=\"https:\/\/www.ndc.nato.int\/wp-content\/uploads\/2026\/04\/RESIDENTIAL-FELLOWSHIP-PROGRAMME_AGREEMENT_-Terms-and-Conditions.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2027 Terms &amp; Conditions<\/a> agreement and send a copy of their passport as proof of nationality.<\/p>\n\n\n\n<p class=\"eplus-wrapper wp-block-paragraph\">The research proposal submitted through the online registration form must have a clear focus on NATO-related challenges, bring innovative problem-solving approaches or novel types of output, and should ideally align with themes such as \u201cfutures\u201d, \u201cfuture war\u201d, \u201chindsight\u201d, and \u201cforesight\u201d. The proposal must be concise and no longer than 550 words.
