The second NRCC ten week course graduated today 04 December 2009 at the NATO Defense College in Rome, Italy.<\/p>\n

The NRCC is an initiative developed in order to expand the NATO network of educational activities towards the partners of the Mediterranean Dialogue (MD) and the Istanbul Cooperation Initiative (ICI).<\/p>\n

The purpose of the NRCC is to inform military and civilian personnel from MD, ICI and NATO countries who are working in the Mediterranean Region and the Middle East, or in their respective agencies, on current and future security challenges affecting the region.<\/p>\n

The second NRCC aim is to foster mutual understanding and respect and establish long term networking among participants.<\/p>\n

The NRCC 2009-2 course featured an expanded and enhanced curriculum which examined cultural understanding, NATO in transformation, international security organizations, regional challenges and security issues. The course culminated in a tough three-day crisis management exercise in which Course Members developed the strategic guidance across the Political Military spectrum in the areas of security, governance and development.<\/p>\n

Dr. Grant Hammond presented the graduation remarks addressing the importance NATO attaches to its outreach efforts, the hard work which has gone into the course, the numerous high level presentations which have been delivered and the changed perspectives which have resulted. In his remarks he mentioned the four "Ts" necessary for human interoperability "Truth, Trust, Transparency and Teamwork". He also highlighted the requirement for cultural understanding as a basis for any common efforts, the importance of long term net working, building relationships and the need for cooperation and trust to meet future challenges. In his concluding remarks Dr. Hammond urged all of the course members to serve as ambassadors on the NRCC and the NATO Defense College and to encourage nations to continue to send high quality participants to future NRCC courses.<\/p>\n

At the end of their ten weeks at the NDC, the 16 participants from 12 countries fully met the objectives of being better prepared for strategic challenges and for developing human interoperability through greater understanding, cooperation and trust. <\/p>\n
