Smith Windsor.<\/li>\n<\/ul>\n<p class=\"eplus-wrapper\"><i>Dear Reader<\/i>,<br \/> <br \/>\nOn 2 December 2015, a small Western Balkan country bordering the Adriatic Sea, Montenegro, was invited to begin accession talks to become NATO\u2019s 29th member state.  As NATO\u2019s Secretary General declared at the time: <i>&#8220;It is for our shared security.  It is about Montenegro freely choosing its own path as a sovereign nation.  The progress that Montenegro has made also helps to pave the way for membership of the European Union &#8230;&#8221;<\/i> <\/p>\n<p class=\"eplus-wrapper\">This latest NDC <i>Research Paper<\/i> explores that progress in a maritime context.
