\nNATO at 70 shows no sign of slowing down. Indeed,
\nthe last few years have been marked by a growth in the
\nchallenges to which we must respond, and a high tempo
\nof decisions and adaptation. NATO’s ability to adapt
\nto the changing security environment has always been a
\ncore strength – but this ability has been and will continue
\nto be put to the test.<\/i><\/p>\n
In the last five years, since Russia\u2019s illegal annexation
\nof Crimea and intervention in Eastern Ukraine in 2014,
\nNATO has been going back to basics. Its core purpose
\nof defending Allies has come back to the fore. But not to
\nthe exclusion of other tasks and priorities such as: NATO\u2019s
\noperations and missions, for example in Afghanistan,
\nKosovo and Iraq; our broader contributions to the
\ninternational fight against terrorism; or our work to build
\npartner capacity.<\/i>\n<\/p>\n

\nThis Policy Brief focuses on NATO’s efforts to strengthen
\nits defence posture. The NATO shorthand for our
\nefforts to improve our collective defence is deterrence,
\ndefence and dialogue (the “three Ds”). These are underpinned
\nby responsiveness, readiness and reinforcement
\n(the “three Rs”), as well as strengthened national
\nresilience to attack. More investment and commitment
\nby non-US Allies in line with the Defence Investment
\nPledge agreed at the NATO Summit in Wales in 2014,
\nthe shorthand for which is cash, capabilities and contributions
\n(the “three Cs”), provides the crucial enablers
\nfor the three Ds and the three Rs.
