\nAnniversaries are opportunities to look back at what
\nhas been achieved and to look forward to what ought
\nto be changed and, possibly, improved. Having reached
\na mature age, an anniversary can also be an occasion to
\nponder deeper questions of self-identity, purpose and
\nambition.<\/i><\/p>\n
In 2019 NATO turned 70, and if, overall, it can be
\nproud of what it has achieved for the security of its
\ncitizens since 1949, there are also challenges that constrain
\nits full success as a security actor. More specifically,
\nsince 2014, the combination of the Alliance\u2019s two main
\nmissions of \u201cdeterrence and defence\u201d and \u201cprojecting
\nstability\u201d, furthermore in a context of transatlantic turbulence
\nand deep tension among member states, has
\nraised a number of questions about NATO\u2019s capacity to
\nremain united and fit for purpose.<\/i>\n<\/p>\n
\n
\nWhile the security environment is increasingly complex,
\nwith constantly evolving threats, and adversaries
\nchallenging established state actors and the way they
\nfight, how should NATO further adapt to remain relevant?
\nWhile conflicts are increasingly \u201chybrid\u201d, should
\nNATO embrace the largest portfolio possible to match
\nthe various layers of hybridity, or should it stay focused
\non what it does best \u2013 delivering hard power? Probably
\nboth: staying focused might be an option in an ideal
\nworld, but in fact, broadening the scope of NATO\u2019s
\nmandate will be difficult to resist.
