The pursuit of cutting-edge technologies by major stakeholders, including the United States,
\nChina, and Russia, is of paramount importance to the transatlantic community. The Russian
\nauthorities, including Vladimir Putin, perceive gaining
\nor losing ground in this rapidly advancing technological competition in existential terms: either a nation
\nwill successfully ride the wave, or it will be crushed by
\nit. Emerging and disruptive technologies (EDTs), and
\ntheir mutual convergence, are increasingly regarded as
\nsources of strategic and operational advantages in future warfare. They create a new set of conditions and
\npotentially consequential defence applications that may
\nincrease Russia\u2019s \u2013 and other key actors\u2019 \u2013 military advantage over competitors. Accordingly, EDTs may alter the trajectory and character of future warfare and
\nhuman involvement in it. Stakes seem high for both
\nnational and international security, with a likely impact
\non deterrence, arms control, and strategic stability, as
\nwell as the distribution of power in the international
\nsystem, along with Russia\u2019s share of it.<\/p>\n
