\nThe June 2022 Madrid Summit decided on the This Policy Brief<\/em> argues that NATO\u2019s goals to shore up the Eastern flank are indeed warranted for three reasons \u2013 Russia\u2019s political will to claim a victory, evidence of learning from past mistakes, and the existing Russian industrial capacity. In fact, the Russian military will probably experience a relatively speedy recovery. \nnext steps in enhancing the Alliance\u2019s deterrence
\nposture, describing Russia as \u201cthe
\nmost significant and direct threat to Allies\u2019 security
\nand to peace and stability in the Euro-Atlantic area\u201d.1<\/a>
\nThe poor performance of the Russian forces in the
\nfirst months of their war against Ukraine and the
\nscale of casualties and material losses they suffered
\nshould however prompt further reflection about Russia\u2019s
\nability to recover and challenge NATO militarily.
\nIf the Russian military seems unable to prevail over
\nUkrainian forces (supported by a number of NATO
\ncountries), it may reasonably be asked whether unrolling
\n\u201cthe biggest overhaul of our collective defence
\nand deterrence since the end of the Cold War\u201d2<\/a> is justified.\n<\/p>\n
