\nthat, \u201cwe have not faced the prospect
\nof Armageddon since Kennedy and the Cuban Missile
\nCrisis\u201d. Russian President Putin, he added, was
\nserious about using nuclear, biological, or chemical
\nweapons because \u201chis military [was], you might say,
\nsignificantly underperforming\u201d.1<\/a> Is he right? How
\ndangerous was the Cuban Missile Crisis? What lessons
\ncan NATO draw from this historical moment?
\nAn analysis of both the sequence of events during the
\nCrisis and retrospective views of the decision makers
\ninvolved points to the affirmative. Moscow\u2019s nuclear
\nrhetoric during its war with Ukraine may bring NATO
\nto a different yet equally dangerous confrontation.
\nThe nuclear standoff between the Soviet Union and
\nUnited States over Cuba points to the importance of
\nreputation, risk taking, command-and-control, and
\nsheer desperation that may at any point escalate to
\na nuclear exchange. For NATO and the Allies, lessons
\ninclude the need for risk reduction, recognition
\nof potential errors and accidents, managing Ukrainian
\nexpectations, and dialogue with Russia.<\/p>\n
