\nEnergy lies at the heart of human security and
\ndevelopment challenges facing the arid and
\nenergy rich Middle East and North Africa
\n(MENA) region. While risks such as water shortages, food insecurity, political instability and forced
\nmigration have received ample attention from analysts, energy transitions have comparatively received
\nless scrutiny. Energy transitions present more development opportunities than risks for external actors,
\nand these risks transcend borders by entangling the
\nMENA within a broader geography that ultimately
\naffects European security. Within this entanglement
\nlie opportunities that could be harnessed to improve
\ncooperation, sustainability and human security for
\nNATO and Partners in the MENA.<\/p>\n

\nthreats has a long history in international cooperation
\nwith the MENA. As NATO responds to the war in
\nUkraine and rethinks its crisis management tools, raising awareness of new risks while grasping potential
\nopportunities becomes all the more important given
\nthe return of strategic competition to the MENA. The
\nimplementation of the 2022 Strategic Concept and its
\nfocus on \u201cresilience\u201d requires Allies to go beyond traditional securitized views of development. This Policy
\nBrief<\/em> highlights two trends that will likely impact energy transitions in the MENA for the coming years:
\ntransnational critical infrastructure; and the development of new hydrocarbon and alternative energy resources. The first will influence regional geopolitics
\nwhile the second will impact energy security in the
\nMENA and Europe. Concerning energy resources,
\nwe examine two developments: growing supplies of
\nnatural gas and green hydrogen \u2013 a zero emissions process of generating hydrogen from water. Cooperation with MENA countries on energy transitions
\ncan enhance European security by contributing to socio-economic development in MENA countries. To
\nthis end, NATO can play a role in tandem with the EU and individual Allies.\n<\/p>\n
