From 12 to 16 May 2025, Senior Course 146 participated in the Negotiation, Mediation and Decision-Making Exercise (NMDX), an international crisis management simulation that challenged the Course Members\u2019 ability to navigate complex geopolitical scenarios and make critical decisions under pressure.<\/p>\n\n\n

Intended to develop the Course Members\u2019 ability to build consensus and make decisions within a multinational environment, this five-day exercise provided comprehensive insights into NATO\u2019s international crisis management framework and the multilateral politico-military decision-making process.<\/p>\n\n\n\n

Participants took on key roles in senior NATO committees, such as the Political Committee and the Military Committee, as well as in the North Atlantic Council. They were tasked with responding to a UN Security Council mandate for a NATO-led crisis response operation in a simulated, fictitious non-NATO country. They were then confronted with the complexities of decision-making and consensus-building in a multinational environment.<\/p>\n\n\n\n

The key objective of the NMDX exercise is for Course Members to understand the structure of NATO\u2019s Military Committee and, more importantly, the complexity of reaching consensus among 32 Allies. Consensus-building is at the heart of NATO decision-making, requiring negotiations, compromise and mutual understanding. Since its founding in 1951, the NATO Defense College has prepared leaders to serve effectively at NATO Headquarters. This exercise was designed with that purpose in mind: to ensure Course Members are ready for their future roles (within the Alliance) and fully understand the scope, complexity and limitations of a NATO mission.<\/p>\n\n\n\n

Course Members were mentored throughout the exercise by NATO experts, including Ambassador (Ret.) Tacan Ildem, Lieutenant General (Ret.) Jan Broeks, Lieutenant General (Ret.) Hans-Werner Wiermann, Lieutenant General (Ret.) Michel Yakovleff and Mr Ted Whiteside. Drawing on their extensive experience in high-level roles, the Senior Mentors provided invaluable, real-world insights into diplomacy, military strategy and international relations.<\/p>\n\n\n\n
