Anyplace, anywhere, anytime - NATO and multi-domain operations

NATO is adopting a multi-domain approach to its operations, but faces unresolved challenges that include the following:

• Reaching a common understanding of multi-domain operations (MDO).
• Developing and staffing organizational structures that will enable the effective integration of the military instrument of power with non-military instruments.
• Achieving consensus on how to reconcile the global nature of the space and cyber domains with NATO’s Trans-Atlantic geographic focus.

These challenges could be mitigated if NATO takes a broad view of its role in a comprehensive approach, and serves as the connective tissue among all of the instruments of power.
