Since 2008, NATO has been engaged in international counter-piracy efforts off the Horn of Africa with the mandate for its current mission, Operation Ocean Shield, set to expire in 2014. With the number of regional piracy attacks significantly diminished, the question facing Allies is should the mandate be renewed? This latest Research Paper addresses the pros- and cons- of sustaining the operation, arguing for a phased transition to more capacity building and with a careful eye to the emergent piracy threat in West Africa in the Gulf of Guinea.
