New Research Division Publication - Hybrid or Not: Deterring and Defeating Russia's Ways of Warfare in the Baltics - the Case of Estonia

The latest NDC Research Paper by Henrik Praks of the International Centre for Defence and Security in Tallinn explores the nature of the Russian challenge in the Baltic Region as the most exposed area of the NATO alliance. It uses Estonia as a case study, even if similar issues would also apply in the case of its Baltic neighbours Latvia and Lithuania.

While comparing the experiences the conflict in Ukraine has provided with the current situation in Estonia, the paper also elaborates on steps Estonia, other Allies, and NATO as a whole should take to respond.
