The 39th Conference of Commandants, chaired by the Commandant of the NATO Defense College took place in Istanbul, in May 2010.

- Lieutenant General Wolf-Dieter LOESER, Chairman, Conference of Commandants and Commandant, NATO Defense College:
Lieutenant General Wolf-Dieter LOESER officially opened the 39th Conference of Commandants (CoC) by thanking the Turkish hosts for their generous hospitality and impeccable organization in hosting representatives from 43 nations as well as from across NATO HQs and educational and training establishments. The Chairman welcomed each of the 20 newly appointed Commandants who were attending for the first time. Lieutenant General LOESER noted that this CoC was taking place at a particularly appropriate time, when the Group of Experts headed by former US Secretary of State Madeleine Albright was preparing its report to the NATO Secretary General on a New Strategic Concept for the Atlantic Alliance. In this context, the Chairman underscored the importance of the Conference theme – implications of the Multiple Futures Project for education and training – in assisting NATO and national defence academies in the development of curricula to prepare officers and officials for the future defence and security tasks defined in a New Strategic Concept.
- General Ilker BASBUG Chief Turkish General Staff:
After warmly welcoming participants, General Ilker BASBUG gave an overview of the security challenges facing his nation. The General placed particular emphasis on the resident expertise in Türkiye in counter terrorism training and education, given its lessons learned from successes in countering violent extremism over many years.
