The paper reviews the context in which the attacks took place, one which has seen a significant increase in terrorist activity in 2009 and 2010, targeting civilians, officials and law enforcement officers alike, and examines the security aspects of the Russian response.
What are the priorities of Russian counter-terrorism? What are the problems the authorities face? These are the questions the paper addresses before turning to look at the possibility of developing practical NATO-Russia cooperation. Terrorism is a problem that both NATO and Russia face, but how do NATO and Russian priorities, definitions of the problem and approaches to it compare? Do they meet in ways that allow for meaningful practical cooperation?
