
Dr Richard D. Hooker, Dean of the NATO Defense College, participated in “The 7th International Conference: Strategies XXI: The Universe of Military Science” which was held at the Carol I National Defence University in Bucharest, Romania, from April 13 to April 15. The conference aimed to present the results of the scientific research within the “Carol I” National Defence University in several research areas and to extend cooperation and collaboration between military and civilian universities and research institutes. Main areas of interest included:
- – Security and Defence Studie
- – Military Science (Strategy, Operational Art, Tactics)
- – Management and Education
Dr Hooker, representing the Commandant of the NATO Defense College LtGen Wolf-Dieter Loeser who was invited by LtGen Prof Teodor Frunzeti, ROU A., was the guest of honour, welcomed all the participants and delivered a lecture on “The changing character of war”, focusing on how the nature of war has or has not changed throughout history, explaining how new technologies are influencing the conduct of wars and analysing adjusting strategy when enemies are non-state actors, including their possible access to nuclear weapons.
The International Conference at Carol I NDU is an annual event which will result in the publication of a volume containing all most important papers.
