On 14 and 15 June 2012 the NATO Defense College hosted a Workshop on “The NATO Mission in Afghanistan: Post-2014”, coordinated by NDC Dean Dr Richard D. HOOKER. The aim of the Workshop was to analyse and discuss the nature of the NATO mission in Afghanistan after 2014, in the light of two important documents adopted at the May 2012 Chicago Summit – the Declaration issued by the Heads of State and Government participating in the meeting of the North Atlantic Council in Chicago, and the Declaration on Afghanistan issued by the Heads of State and Government of Afghanistan and Nations contributing to the NATO-led International Security Assistance Force (ISAF).
Among the distinguished civilian professionals and military officers with a long and significant experience participating in the Workshop were: General Sir Patrick PARKER, Commander Land Forces, British Army; LtGen Ton VAN LOON, Commander RC-South, 1 (German/Netherlands) Corps; Maj Gen Marcel DRUART, Director Operations Division, NATO IMS; Ambassador David SATTERFIELD, Director General Multinational Force and Observers (MFO); Mr Francois APRAXINE, Deputy Head ICRC Delegation to the EU and NATO; and Mr Nick KRAFFT, former Director World Bank in Afghanistan.
The format of the event was a round table, with each topic discussed in detail after it had been introduced by a moderator. The discussion topics included: “Chicago Summit Backbrief”, “Regional Dynamics: Pakistan, Iran, Russia, China, India”; “Integrating Civilian and Military Assistance Post-2014”; “NATO Military Assistance Post-2014”; “Prospects for Afghan Political Stability”; “International Financial Support to Afghan Institutions Post-2014”; and “Defining Success: Measuring Progress in Afghanistan Post-2014”.
The two-day Workshop gave particular emphasis to the resources and capabilities needed to enable effective security and governance within Afghanistan as it takes the security lead. An end-of-conference report prepared by the Rapporteur will be disseminated to NATO bodies, and published as a NATO Defense College Paper.
