
After the presentation of the NATO Experts Group Report (Albright Report) the debates within the Alliance on the new Strategic Concept will become much more concrete. One of the key issues will be NATO’s defense commitments in accordance with Article 5 of the Washington Treaty.
Those who opt for NATO’s readiness for military operations far beyond the Alliance territory, the "Expeditionaries", will be challenged by the "Collective Defenders" – those countries who want NATO to focus more on self-defense. A third group are the so-called "Russia Firsteners", who are careful not to send too strong signals of NATO’s defense preparedness in Moscow’s direction.
A new study of the NATO Defense College in Rome analyzes the different dimensions of the debate.
