"Is the 2010 Strategic Concept still fit for purpose?", by SC 127 Committee 8.
Dear Reader,
NDC Research Report 03/16 seeks to answer the question of whether or not the current NATO Strategic Concept is fit for purpose, considering changes in the security environment since it was adopted at the 2010 Lisbon Summit. The paper was written by one of the committees from Senior Course 127 as their final study project, and represents inputs from all 11 of the committee members. Lieutenant Colonel Will McKnight provided additional editorial help as we converted the project report into the paper you hold in your hands.
The paper concludes that a complete Strategic Concept re-write at this time is neither required nor wanted. Their findings, however, identified the need for a revised strategy towards Russia and the development of a strategy for China. Additionally, it suggests a reorganization of one of NATO’s two strategic military commands, Allied Command Transformation, to put it under civilian leadership. This, they believe, will promote more efficient transformation.
