The author of this monograph, Alexander Moens, was the first recipient of a new research fellowship program that was established at the NATO Defense College in 2015. Professor Moens, of Simon Fraser University in Vancouver, Canada, served as our first NDC Eisenhower Fellow this past autumn. While here he was engaged in multiple activities of the College, served as a guest speaker, led an elective class, and also wrote the attached paper. He provides us with profound insights and analysis of NATO and the way in which its underlying foundational norms and principles have influenced the way it is organized, the way it conducts its business, and the way it creates and carries out security for Europe and North America. He addresses the importance of NATO’s values and how those have evolved over the past 66 years, how its political and military functions were established and are utilized, and the importance of leadership rather than simply management. He then considers six issues of current concern that challenge the adaptation of these principles and experiences: crisis management, Russia, US leadership, terrorism, and totalitarian Islamism.
