On 1 and 2 April 2025, the 36 participants of NATO Regional Cooperation Course (NRCC) 33, representing both NATO member and partner nations, engaged in an intensive seminar focused on the complex dynamics of terrorism and radicalization. The seminar specifically addressed groups identifying as “Islamist” or “Jihadist” across diverse geographical regions, including Euro-Atlantic area, the Sahel and Sub-Saharan Africa, and the Middle East, from a contextual and comparative perspective.
Over two days, participants explored the evolving profiles, motives, methods and political economies of radical and terrorist individuals and organizations through expert lectures and interactive working group discussions. The structure of the workshop centred on three key areas: the Euro-Atlantic region, the Middle East, and the Sahel and sub-Saharan Africa. Discussions encompassed the spectrum of radical groups and networks, the principal drivers of radicalization, and their recruitment and operational strategies.
Participants benefited from the expertise of leading scholars and practitioners, including Professor Olivier Roy (European University Institute), Dr Bilel Ainine (Direction interrégionale des services pénitentiaires – DISP), Dr Ibrahim Yahaya Ibrahim (International Crisis Group), Dr Arthur Quesnay (Sorbonne University), and Dr Luca Raineri (Sant’Anna School of Advanced Studies in Pisa). These experts provided critical insights into the contemporary terrorist threat landscape and its implications for NATO.
The workshop also provided a comprehensive overview of NATO’s counter-terrorism approach, including the development of its capabilities, collaboration with international organizations, and the strategic and operational frameworks guiding its efforts. The concluding plenary session, led by Mr Gabriele Cascone, Head of the Counter-Terrorism Section at NATO Headquarters, further contextualized these discussions within the Alliance’s broader strategic objectives.
