Five years ago, Estonia was the victim of an intense hacker attack against civil and military computer capacities. The anniversary of what some people called ‘the world’s First Cyber War’ is an opportunity to evaluate how NATO developed its capacities to address cyber-defense issues since 2007. The new paper published by the Research Division assesses the Alliance’s achievements so far and analyzes the remaining strategic, legal, and operational issues and their implications for NATO. It then provides few recommendations to address some of the major problems.
