Day 3 of Field Study 3 was devoted to to Allied Command Transformation (ACT) and Joint Forces Command Norfolk (JFCNF), both in Norfolk, Virginia, where Course Members took part in a virtual tour. The session provided an outlook of ACT’s role in tailoring, shaping, modernizing and improving the Alliance by leading the warfare development of military structures, forces, capabilities and doctrines and the role of the recently commissioned command (July 2019) under Allied Command Operations JFC Norfolk.
Welcome Remarks by the Head of the Academic Operations Division, BGEN Ferenc Molnar opened the session, followed by a presentation on JFC Norfolk, provided by CDRE Staale Pedersen, Deputy Chief of Staff for Operations. Senior Course 138 then travelled virtually to Allied Command Transformation where CMs were addressed by BGEN Ilmars A. Lejins, Assitant Chief of Staff Joint Force Development. Warfare Development, presented by RADM John Tammen, Deputy Chief of Staff SPP, provided details on ACT’s approach to innovation goals and the way ahead for 2021. The subsequent lecture was led by BGEN Didier Polome, who briefed on the NATO Defence Planning Process (NDPP), NATO’s Warfighting Capstone Concept (NWCC), and resilience and lessons learned from the COVID crisis. After the break, a briefing on Capabilities and Innovation was delivered by LTC Eric Trihoreau, CAPDEV PMO, and LTC Jonathan Clow RCAF. The final item on the agenda was an Interactive Panel Discussion, followed by a Q&A session with Flag Officers, which preceded the closing remarks by the appointed Course Member of Committee 3, bringing Day 4 of Field Study 3 to an end.
