On 13th January 2012, the NATO Defense College (NDC) had the honour of hosting General Sir Richard SHIRREFF, Deputy Supreme Allied Commander Europe (DSACEUR), who delivered the prestigious “Eisenhower Lecture” to Faculty, Staff, SC 119 Course Members and guests.
Upon his arrival, General SHIRREFF was warmly welcomed by the NDC Commandant, Lieutenant General Arne Bård DALHAUG, who
briefed him on the activities and educational courses offered at NATO Defense College together with the Dean, Dr Richard D. HOOKER, and the College’s senior leadership.
During his address in the Mainard-Thorn Auditorium, Gen SHIRREFF focused on operationalising the Comprehensive Approach and covered the unity of purpose in hybrid conflict, and how to manage the civilian-military disconnect. He outlined the challenges of the increasingly wide range of irregular and asymmetric techniques used in warfare, and explained the need for hybrid partnerships and solutions in order to win these conflicts. He also explained the need for solutions other than the application of military force to achieve security, by stating “It is about getting the right capability to the right place at the right time to deliver the right effect”.
Furthermore, the General stressed the importance of managing the disconnect between the strategic, operational, and tactical contexts, which is essential for the success of war fighting and missions in multinational environments.
The lecture was followed by a very lively Q&A session during which Course Members had the opportunity to engage in an active debate and discussion with the DSACEUR.
The Eisenhower Lecture, delivered to every Senior Course by a high level speaker, commemorates the founder of the NATO Defense College, General Dwight D. EISENHOWER. As the most important lecture of the Course, it provides expert insight into current NATO and global affairs.
