This Research Paper has been authored by LtCol Tobias Aust during NDC Senior Course 131, and received the Eisenhower Prize as the best Individual Paper of that Course.
Blending historical analyses of the strengths and limitations of the 1967 “Harmel doctrine” with an examination of current challenges faced by the Alliance, the author argues that the Harmel double-track approach of deterrence and dialogue could be instructive in formulating NATO’s next strategic concept, in particular insofar as NATO’s political strategy towards Russia is concerned.
